Ku q\u00ebndron e v\u00ebrteta ekonomike, juridike dhe sociale dhe ku q\u00ebndron retorika?<\/em><\/div>\n<div class=\"code-block code-block-7\" style=\"text-align: justify; margin-bottom: 20px;\">\n<p>Zhvillimi ekonomik dhe mbrojtja e interesit publik shpesh vendosen p\u00ebrball\u00eb nj\u00ebri-tjetrit n\u00eb debatet e m\u00ebdha publike. \u00c7do projekt i madh infrastrukturor dhe turistik prek jet\u00ebn, kujtes\u00ebn dhe peizazhin e njer\u00ebzve q\u00eb jetojn\u00eb aty, prandaj \u00ebsht\u00eb krejt e natyrshme q\u00eb ai t\u00eb prodhoj\u00eb debate, shqet\u00ebsime dhe reagime publike. Kjo \u00ebsht\u00eb shenj\u00eb e nj\u00eb shoq\u00ebrie t\u00eb gjall\u00eb demokratike, jo penges\u00eb p\u00ebr t\u00eb. N\u00eb realitet, sfida kryesore nuk \u00ebsht\u00eb t\u00eb zgjedhim mes zhvillimit dhe mbrojtjes s\u00eb territorit, por t\u00eb sigurojm\u00eb q\u00eb t\u00eb dyja t\u00eb ecin paralelisht. Projekti turistik n\u00eb Zv\u00ebrnec, i vler\u00ebsuar rreth 4 miliard\u00eb dollar\u00eb, ka krijuar debat t\u00eb fort\u00eb publik, duke ndar\u00eb opinionin mes atyre q\u00eb e shohin si mund\u00ebsi transformuese ekonomike dhe atyre q\u00eb shprehin shqet\u00ebsime mjedisore e sociale. Pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye, analiza duhet t\u00eb mb\u00ebshtetet te faktet, jo te polarizimi.<\/p>\n<p><strong>STRUKTURA EKONOMIKE E INVESTIMIT<\/strong><\/p>\n<p>Nj\u00eb investim i k\u00ebsaj shkalle nuk p\u00ebrfaq\u00ebson vet\u00ebm nj\u00eb shif\u00ebr financiare, por nj\u00eb zinxhir t\u00eb gjer\u00eb ekonomik. Vlera e tij shp\u00ebrndahet n\u00eb nd\u00ebrtim, sh\u00ebrbime profesionale, logjistik\u00eb, inxhinieri, financ\u00eb dhe pun\u00ebsim. Pjesa m\u00eb e madhe e kostos zakonisht kanalizohet drejt materialeve, fuqis\u00eb pun\u00ebtore dhe infrastruktur\u00ebs, duke krijuar efekte t\u00eb drejtp\u00ebrdrejta n\u00eb ekonomin\u00eb lokale dhe rajonale. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, ato krijojn\u00eb vende pune direkte dhe indirekte, ve\u00e7an\u00ebrisht n\u00eb nd\u00ebrtim, turiz\u00ebm dhe sh\u00ebrbime. Pas \u00e7do shifre fiskale q\u00ebndron nj\u00eb familje. Shqip\u00ebria vuan prej vitesh nga mungesa e investimeve t\u00eb m\u00ebdha private q\u00eb thithin fuqi pun\u00ebtore, dhe \u00e7mimin m\u00eb t\u00eb r\u00ebnd\u00eb e paguajn\u00eb t\u00eb rinjt\u00eb. Emigrimi i vazhduesh\u00ebm i fuqis\u00eb s\u00eb kualifikuar nuk vjen nga mungesa e ambicies apo e dashuris\u00eb p\u00ebr vendin, vjen nga mungesa e alternativave reale. P\u00ebr nj\u00eb ekonomi q\u00eb p\u00ebrballet me emigrim t\u00eb vazhduesh\u00ebm dhe munges\u00eb investimesh t\u00eb m\u00ebdha private, ky aspekt mbetet i r\u00ebnd\u00ebsish\u00ebm. Megjithat\u00eb, pyetja thelb\u00ebsore mbetet: sa t\u00eb q\u00ebndrueshme do t\u00eb jen\u00eb k\u00ebto vende pune dhe sa do t\u00eb integrohet ekonomia lokale n\u00eb zinxhirin e vler\u00ebs?<\/p>\n<p><strong>MBI PROTEST\u00cbN: T\u00cb D\u00cbGJOJM\u00cb, P\u00cbRPARA SE T\u00cb GJYKOJM\u00cb<\/strong><\/p>\n<p>Protesta \u00ebsht\u00eb nj\u00eb e drejt\u00eb themelore dhe shumica e atyre q\u00eb marrin pjes\u00eb e b\u00ebjn\u00eb k\u00ebt\u00eb me ndershm\u00ebri, nisur nga lidhja me vendin, nga frika se di\u00e7ka e bukur mund t\u00eb humbas\u00eb, nga mosbesimi i grumbulluar pas shum\u00eb premtimeve t\u00eb pambajtura nd\u00ebr vite. K\u00ebto shqet\u00ebsime jan\u00eb reale dhe nuk duhen as p\u00ebrbuzur, as etiketuar. Por nga pik\u00ebpamja analitike, \u00e7do protest\u00eb duhet ekzaminuar jo vet\u00ebm nga forma, por edhe nga substanca dhe origjina e saj. Kur k\u00ebrkesat reduktohen n\u00eb slogane mjedisore t\u00eb pakualifikuara, n\u00eb frik\u00eb t\u00eb p\u00ebrgjithshme ndaj \u201ckapitalit t\u00eb huaj\u201d ose n\u00eb reagim emocional ndaj ndryshimit t\u00eb peizazhit, natyrsh\u00ebm lind pyetja: kush e organizon, kush e financon dhe cilat jan\u00eb interesat reale konkurruese pas k\u00ebsaj?<\/p>\n<p>Nj\u00eb debat i sh\u00ebndetsh\u00ebm k\u00ebrkon transparenc\u00eb mbi ndikimet mjedisore, m\u00ebnyr\u00ebn e financimit, p\u00ebrfitimet ekonomike dhe kostot afatgjata. N\u00eb vend t\u00eb ndarjes mes \u201cpro zhvillimit\u201d dhe \u201ckund\u00ebr zhvillimit\u201d, fokusi duhet t\u00eb jet\u00eb te cil\u00ebsia e zhvillimit. Mjedisi i Zv\u00ebrnecit, laguna dhe natyra e tij, jan\u00eb pasuri q\u00eb i p\u00ebrkasin t\u00eb gjith\u00ebve dhe ruajtja e tyre duhet t\u00eb jet\u00eb kusht, jo penges\u00eb.<br \/>\n\u00c7do investim i k\u00ebsaj shkalle i n\u00ebnshtrohet Vler\u00ebsimit t\u00eb Ndikimit n\u00eb Mjedis sipas legjislacionit shqiptar dhe frym\u00ebs s\u00eb direktivave europiane, ky kuad\u00ebr, i zbatuar me seriozitet dhe transparenc\u00eb, mund ta mbroj\u00eb natyr\u00ebn pa qen\u00eb nevoja p\u00ebr t\u2019i kthyer procedurat n\u00eb arm\u00eb politike kund\u00ebr nj\u00ebra-tjetr\u00ebs.<\/p>\n<p><strong>KUADRI LIGJOR DHE SIGURIA E INVESTIMIT<\/strong><\/p>\n<p>Shqip\u00ebria \u00ebsht\u00eb pal\u00eb n\u00eb marr\u00ebveshje nd\u00ebrkomb\u00ebtare p\u00ebr mbrojtjen e investimeve dhe ka nj\u00eb kuad\u00ebr t\u00eb brendsh\u00ebm, p\u00ebrfshir\u00eb Ligjin Nr. 55\/2015 \u201cP\u00ebr Investimet Strategjike n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb\u201d q\u00eb garanton trajtim jo-diskriminues dhe nj\u00eb nivel sigurie juridike. \u00c7do bllokim administrativ arbitrar, veprim diskriminues ose mosrespektim i kushteve kontraktore mund t\u00eb p\u00ebrb\u00ebj\u00eb shkelje t\u00eb detyrimeve t\u00eb shtetit dhe t\u00eb hap\u00eb rrug\u00ebn p\u00ebr ankim administrativ, gjyq\u00ebsor ose, n\u00eb raste investimi t\u00eb huaj, arbitrazh nd\u00ebrkomb\u00ebtar me kosto t\u00eb konsiderueshme p\u00ebr buxhetin shtet\u00ebror.<\/p>\n<p>Investitori ka t\u00eb drejt\u00ebn ligjore t\u00eb k\u00ebrkoj\u00eb mbrojtje efektive ashtu si edhe komuniteti ka t\u00eb drejt\u00ebn t\u00eb \u201ck\u00ebrkoj\u00eb llogari\u201d. P\u00ebrfaq\u00ebsuesit e institucioneve qoft\u00eb n\u00eb nivel qendror apo vendor q\u00eb do t\u00eb pengonin realizimin e projektit p\u00ebrmes akteve administrative t\u00eb pabazuara, ekspozohen ndaj kontrollit gjyq\u00ebsor, p\u00ebrfshir\u00eb ankimin n\u00eb gjykat\u00ebn administrative. Prandaj qart\u00ebsia dhe korrektesa procedurale nuk jan\u00eb vet\u00ebm interes i investitorit, ato mbrojn\u00eb nj\u00ebkoh\u00ebsisht buxhetin publik nga p\u00ebrgjegj\u00ebsia e m\u00ebvonshme dhe besimin e qytetar\u00ebve te shteti i tyre.<\/p>\n<p><strong>KONKLUZION<\/strong><\/p>\n<p>Debati mbi Zv\u00ebrnecin nuk duhet reduktuar n\u00eb zgjedhjen mes zhvillimit ose ruajtjes t\u00eb s\u00eb tashmes. \u00c7\u00ebshtja reale \u00ebsht\u00eb n\u00ebse Shqip\u00ebria mund t\u00eb nd\u00ebrtoj\u00eb nj\u00eb model zhvillimi q\u00eb gjeneron pun\u00ebsim, t\u00eb ardhura dhe investime, duke ruajtur nj\u00ebkoh\u00ebsisht territorin, transparenc\u00ebn dhe besimin e qytetar\u00ebve. N\u00ebse projekti realizohet me standarde t\u00eb larta mjedisore, procedura t\u00eb qarta dhe p\u00ebrfshirje t\u00eb komunitetit lokal, ai mund t\u00eb shnd\u00ebrrohet n\u00eb nj\u00eb test t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr m\u00ebnyr\u00ebn se si vendi menaxhon investimet strategjike n\u00eb t\u00eb ardhmen. Zhvillimi i Zv\u00ebrnecit, i kryer me respekt p\u00ebr natyr\u00ebn dhe p\u00ebr njer\u00ebzit, nuk \u00ebsht\u00eb kund\u00ebr tyre, mund t\u00eb jet\u00eb pik\u00ebrisht investim n\u00eb t\u00eb ardhmen e tyre.
